Los Angeles County

Runoff from private commercial property here is governed by the Los Angeles Regional Water Quality Control Board. Since September 11, 2021 the county has operated under a single regional MS4 (municipal separate storm sewer system) permit, Order R4-2021-0105, which replaced the three separate orders that previously covered Los Angeles County, Ventura County and the City of Long Beach.

For a property owner that has one practical consequence. Water and debris that reach a storm drain count as a discharge, and the agency that operates the drain system has to answer for what arrives in it. That obligation is passed down to the property, and from the property to whoever it hires.

We work to that standard as the default, not as an upgrade. Wash water is contained and recovered instead of being left to run, solids are captured at the inlet, and every visit is photographed and logged. Los Angeles County is a freight county before it is anything else. Sites near the 710, the 110 and the port complex carry a film of diesel soot and brake dust that ordinary cold-water washing smears rather than lifts. It needs heat.

Three other conditions show up here more than anywhere else we work:
